In the engine bay fuse box, top right, there is 30a fuse. what does this do???

a fuse of this size may be the ignition fuse or a fuse that powers high power draw units , fuel pump lights etc. However if it blows immediately then you have a dead short in that system like a failed relay or solenoid or a wire ribbed through or pinched shorting to earth. Carefully check wires from this fuse and look for the same colour coded wire on relays ,ignition switch starter solenoid etc.

Citroen xsara picasso 2.0hdi battery fuse keeps blowing.

If it's the main Fuse, rated above 40Amps, then usually only two components are directly connected to this circuit. The starter motor and the alternator. Both can get critical short to ground, that may blow such fuse. The thick battery cable goes directly to the starter motor and a smaller high amp wire is looped from there to the alternator. Third less likely would be main supply to ignition key switch.

Since you have tried several fuses even stronger which you shouldn't and still blowing them, surely you have a serious suspension problem and I believe visit a qualified Citroen Garage for further inspection and repair if is required.

Keep blowing the starter relay fuse on my 1995 ford ranger

Had similiar problem on a old Austin Alegro 25 years ago.

2 reasons.
Starter had worn wire insulation. Used industrial yelow sticker foil on that.
Fuse blow in sane curve highway every time. Car was repainted and wire harness reinstalled unprofessionally previous owner.
Crawled half a day every square mm and yep a litle broke insulation on a positive cable grounding to chassis an blowing the fuse.
