Rocks have turned brown - is there a cleaning solution to remove the build-up?

outside adornments that turn colour do so from the water used. It is normally a higher than normal iron content in the water or surrounding soil. Try spraying the rocks with CLR and leaving for a time to work

1999 Chevy 1500 with power seats rocks forward or backward on breaking and acceleration.

You said "rocks forward and backwards not sliding.
upon that knowledge I would check the seat rails and see if they are still connected to floor of your truck. Sound as either the rail has disconnected at front or rear mount.
A simple fix is to replace bolt with new and installing an oversize washer or plate to underside of truck when installing replacement bolt

I have to replace the drivers bucket seat as it is loose off its bolts or mooring. Where are the locations of the bolts and positions to take off an reinstall. The seat currently rocks back and forth and...

Bolts are in the four corners that form the "legs" of the seat.Front ones are usually visible, rear ones are usually covered by an easily removed plastic trim piece. If any of them rotted through and have broken, most times they can be drilled out and replaced. If the seat itself is internally loose then just replace it. There are usually lots of good ones in scrapyards.

Seat rocks forward and backwards

It probably is wore in some areas. That is a little harder to see. I don't think it would be anything to worry about unless it is too excessive, then you might want to look around for another one at a junk yard that doen't have too much rock to it.
