Question about 1987 Chevrolet R30
Removing the horn relay I have power to the relay block so the fuse is good. I can take a jumper wire and jump from the power term. on the block to the horn term on the block and it will honk. I have what looks like a weak spark at the steering wheel contact and have changed the relay. what should I check next?
Seems like a steering wheel issue, slip ring contact

behind the airbag is the horn switch i dont reccomend checking the the switch unless you know how to disarm the srs systems but i accidently leaned on it once pushed the plate in and when i pushed on it it went off but if i took my hand off it it would go back on otherwise their could just be a simple short

You can remove the horn relay and use a Ohm meter and check the resistance between the horn relay connector terminal No. 86 (Black Wire) and ground. If the ohms are less then 5 ohms replace the horn relay. There are a lot more tests but as Polarcycle states you can do what he suggested other then I believe you have two horns in this vehicle.

In most cases this problem is caused by the rotating ribbon circuit contact under the steering wheel having a broken filament, the part is known as a clock spring contact, u will need to properly disarm the airbag and remove the steering wheel to access the part. WARNING: Failure to follow factory Airbag disarming protocol can result in an unexpected Airbag deployment and possible serious personnel injury or death.

A salvage yard or dealership should be able to fix you up with the parts. If you have a drivers side airbag make very sure you know the proper procedure to start disassembly of the column, failure to follow proper procedures could be FATAL. I can't stress this enough.
