The fans are not independent. They operate at the same time and the same speed. If one is not working there is an issue.

Map sensor, fan, secondary air system

The secondary air system is a system where an air pump puts extra air into the exhaust system for better emissions.
It has nothing to do with the cooling system.
The MAP sensor measures intake manifold vacuum to help tell the computer how much fuel the engine needs.

Secondary cooling fan not coming on

Could be a temp sensor - you would need to know what triggers the relay for that fan.
May need to get a book to have the wiring diagrams.

1995 grand cherokee limited overheats when the a/c is on

Check the fan operation to the radiator. If the secondary fan doesn't come on it can't dissipate the heat generated from the condensor. There are relays that control the fan under the hood in the electrical center. Check power and ground to both fans when vehicle running A/C on, both fans should be running. Check for blockage in front of rad / condensor.

Fan relay not working , fan keeps going on and off wont stay running

One of your fans works off the coolant temperature sensors input and will only engage when the coolant temperature reaches and/or exceeds a certain preset degree. The other runs off of your a/c compressor and when it engages so will the auxiliary or secondary cooling fan. Start the engine cold, turn on the a/c and listen for the secondary fan to engage then as it warms up listen to see if the primary fan engages. when it reaches running temperature. Please rate me on this answer.

Secondary fan ac motor doesn't work

That fan comes on with the a/c compressor to assist cooling while a/c is in use....diagnostics must be performed with a/c on for that fan to be energized...start at the relay in the underhood fuse/relay box and check for 12 volts to fan when a/c compressor clutch is energized
