There is one at the rear of the car near the license plate area. The other two are actually on the transmission support bar towards the front of the car.

It sounds like the voltage regulator needs to be replaced as it is not regulating the voltage properly.

Location of starter in 1963 chev corvair

The starter is under the car near the left axle. It is mounted on the clutch housing or torque converter housing dependent on what transmission it has.

My corvair engine does not have a pcv system, can I tap a vacuum line off one of the valve covers and filter incoming air into the oil fill spout>

Generally speaking, yes.
You would also need to plug the road draft tube.
The system would need to pull vac on the pcv valve from one side of the engine and allow air to enter the crankcase thru the air filter from another access point such as the oil filler pipe.

There is a lot to consider if you've never done any conversions before. I'd check with a chevrolet hotrod enthusiast forum first as they may have this info already listed. Possibly a new transmission, cut and balanced drive shaft, new motor mounts, new radiator for increased cooling capacity, new body bushings or suspension components, a new carb for increased volume for higher fuel consumption etc etc get the picture
