Hi Marvin Woodley, I want to help you with your problem, but I need more information from you. Can you please add details in the comment box? It would be helpful to know the year of your STS.

Hi I'm Peter, Take the bulb out and use a test light touching the center conductor to see if you have power, if you do the you have a bad ground connection.

I cant find the fuse for the rear licence plate light in my 2008bmw 535i

the license light uses the same fuse as the tail lights. if you have not license light then it may be the bulb or a bad wire for the light from where it branches of the tail light wire.

License plate lights arent working

You didn't forget to pull the headlight switch to check them? That's odd, usually license plate lights are spliced in from the tail light circuit.
There may be a separate ground for the license lights-if so, should be right nearby the bulbs. Use a test light or voltmeter and make sure fuse 22 has power. You could also check the sockets for power. If you have power to the socket and new bulbs don't work, it would be a grounding problem.
