Question about 1991 Toyota Camry
You seem to have faulty wiring and possible relay issues. I would visually check harness under steering wheel. the connector could have been stuck behind brake pedal.

check first wirring is work properly, and check lamps are work properly. If not then change lamps.If works properly then check connectors, and paddle switches are work properly. If not then change the connector and paddle switches.
