Why does my 1997 chevy lumina smell of rotten eggs every now and then?

Catalytic converter will do that especially under load. Cat may be going out.

Audi A6 air con always blow very hot air coming from engine with bad smell

The smell is probably related to the catalic converter when a cat goes bad it creates a smell similar to rotten eggs. You might need to replace the catalic converter. This will improve gas mileage and performance. The hot air blowing from the AC is probably a low charge on the Freon.

Can a bad downstream oxygen sensor cause a rough idle on a 2003 chevy venture

no, the downstream sensors do not feedback into the control of the engine--they only detect the effectiveness of the catalytic converters. If the sensor is detecting excess fuel, the problem could be with your fuel pressure regulator, and that would also explain the rough idle. Do you have a trouble code you can pass to me?

I put 2 brand new catalic converters on last week and the light came back on.

You did not mention if you replaced the o2 sensors. Chances are if the cats were bad, the o2 sensors were also burnt up. I would recommend changing the sensors anytime you change the catalytic converters.
