Not too terribly hard. You have to disconnect the battery, remove the two wires running to the starter, then the 2 bolts that hold it in. You will need to have it on ramps, or a lift to get it from underneath.

With the cam in 2 pieces it is a sure bet that the half that is not moving will have bent valves from the piston hitting them. It likes a head off for valve replacement

start with a good batt. and the wiring going to the starter. then ck. the stater draw, sounds like a bad batt. or starter !?? have to get it turning over good frist! check the connections!
the ignition cylinder will run you about 20$ and it is fairly easy to change you can change it yourself buy the chilton book (it will help later) and it will be cheaper than paying for labor although the entire replacement will take less than 30 min
