Is the steam somewhat sweet and stinky? if yes then it may be a blown head gasket. check the oil, is it milky light brown?
if yes DO NOT DRIVE.
if the steam is just regular steam then change gas stations, there's too much water in the gas.
is the steam or smoke a blue color? (bad rings)
is it black? (engine close to the end)

Quit smoking

The newer engines are very critical to torque specs. If they were not torqued properly, even the slightest, you can have what is occurring. The older vehicles had much higher torque settings and this was hardly ever a problem.

Why is my car's exaust giving out white smoke even when the heat or air is off?

THe heat and air has nothing to do with the exhaust, It is either burning rich, burn your eyes? Or it is blowing steam out from a blown head gasket, check the top of the radiator for oil an check the oil for water. A radiator shop can do a comp check, do not let it over heat, it could go months before finally stop running. Check again and make sure it isn't a blueish smoke, It would be oil. Whole different story.

Wite smok from exaust system. When starting some time wite smok and smell of burning oil. Some time do not smoking.Do not pick up from low speed fast. The engine is turbo and inter cooler

Smoke can be from rings worn out, cracked piston, valve guide seals if smokes at start up then stops, fueling issues if fuel is to rich but that smoke is usually black, also if head gasket is blown or head is cracked water burning turns into steam which looks like white smoke. This can also be why won't start just turns over.

My heat stopped working my cars blowing smoke out of the muffler and my temperature gauge is past hot but the carrs engine isnt smoking

if theres smoke coming out of the exaust then the motor is smoking. sounds like you have a blown head gasket and it's low on water is why the heat isn't working.

It overheats but dont read as though it is running hot car shuts off i fill the coolant tank and it seems to never get full exaust smokes allot but stops when car has cooled for a while

bad intake or head gasket could also be a cracked head the reason it smokes when hot is because the coolant system is pressurized and pushes coolant through the bad gasket or crack into the cylinder and out the exhaust turning to steam

Sounds like it's time for a compression check. The head or gasket could be blown, and this test will confirm or deny this fact. Your smoke/steam and the oily residue are pretty good clues...accordianman
