Question about 1999 Kia Sportage
Hi, this problem is caused by the two relays next to the fuse box in the engine compartment. Replace both fuses and this is likely to solve your problem.

Check ground wires and clean them up some on engine some under battery tray some behind front marker lights and some behind righht kickpanel
