Honda Accord 2002 heater blower control works only in the high position. The 1, 2, and 3 positions do not work but the high (4) does.

The heater blower is normally controlled by voltage sent to the blower via a resistor network.
In this case it seems that this unit also called the fan resistor is defective.
I assume that 4 is the position where the blower is running HIGH and in this position the blower is powered directly without using resistor for lowering the speed of the blower. In step 1 - 3 the blower is powered via the mentioned resistor network.

In my opinion the resistor network is defective.
Replace it !!!!.

Fan switch does not work in the 1, 2, 3, position 2006 Cobalt

You have a problem with the blower motor resistor. This is a very commen problem on all gm cars and light trucks. The part is not to pricey. You can find the resistor under the glove box buy the blower motor. Two bolts and out it comes.

When you turn the fan on in the 1 position with the a/c on the fan stops working. when the fan is switched into the 2, 3, 4 position the fan blows but the a/c cuts off. what is causing this?

something is being grounded, you need to retrace the wires and find out what is cousing the interfirance, if its not that then check the blower motor it will be located on the firewall.

Air Fan and Defrost only works on Position 4.

reostat broken, look in air income, locate, remove, look for fuse wire on the device,if electroic, replace all,
but initial problem is that the fan blower does not work well, take apart, clean and grease,
it makes the reostat burn when the fan does not start quick enough

Fan switch position 3 and 4 do not work

More then likely the switch itself is bad. Chances are the contacts inside the switch are not connecting and allowing the motor to operate in those positions. If possible, try a known good switch in it's place.

Heater relay

First, turn on the fan motor to high, and then tap the bottom of the motor. The brushes stick to the armature, and tapping the motor will release them. Second, check for voltage at the connector for the motor. It should be 3 VDC at position 1, 6 VDC at position 2, 9 VDC at position 3, and 12 VDC at the highest position. No voltage at 1/2 & 3 = replace the heater resistor, located in the air box between the fan & the heater core. No voltage at all? Replace the fan switch.
