This is cuased by the multifuntion switch that is located on the steering column. It is the swith with the headlight dimmers on it.
You just need to remove the steering column bezels and replace the multifunction switch.

There is a Fuse for the Wipers on the Box inside the Car. There actually could be one in the Relay Fuse Box under the Hood also. This box Shoud be on the Drivers Side up torwards the Firewall of the Car.

I looked this up on WikiAnswers. Apparently the 2005 dodge magnum has 2 fuse boxes. One is under the hood on the passenger side and the other is in the trunk, next to the battery, in the spare tire storage well.

Try removing the harness connector to the motor, and see if it still blows the fuse, then you've isolated the problem.

You have two locations, one is under the hood of your engine and the other is a kick panel location on the driver's side by the parking brake. This is the picture for the fuse block and the kick panel location and engine fuse block.
