The airbag relay is located under the plastic paneling under your e-brake handle.
remove the screw covers, remove the screws. ,!!!! Before u unhook anything relating to your airbag system disconnect your posi battery lead. Once you have done that you can unmourned your airbag relay and harness.

What year is the vehicle ? Could be a few thing's ! First , a little more info. Is the air bag light lit on the instrument cluster ? Horn's are controlled by a relay ! do you know what a relay is an how they work ? Testing from the relay would be the place to start ,if air bag light isn't on . VEHICLE RELAYS Operation Diagnosis
Do you have a air bag light lit on the instrument cluster ? I ask this because , if the air bag light is lit , could be a clock spring problem . I know ,what the heck is this guy talking about . You have a air bag on the steering wheel ,the horn button is on the steering wheel . The clock spring is located under the steering wheel , in the top of the steering coulmn . It has flat wire tape in side that allows the steering wheel to be turned full left to full right , keeping the horn , air bag , an any other button's on the steering wheel connected electricly to the vehicle. Plus there is a relay , when you push the horn button it energizes the relay turning on the horns. Watch these videos , will explain a little better . Pull the air bag fuse or disconnect the negative battery cable an wait a few minutes , then you can remove the air bag safely . What country are you from ? Do you have an air bag light lit on the dash as well ? Possible clock spring problem , it's located inside the steering column under the steering wheel . This clock spring allows the steering wheel to turn from right to left keeping the air bag , horn , speed control ( if you have the buttons on the steering wheel ) . Connected electrically . have you fixed the problem with your airbag.If not the light will come back on.Air bag system has a battery back up on it so you will need to locate this fuse first.It should be located in the engine compartment in the fuse and relay control box.After you remove it disconnect the main car battery for 60 seconds.That should do it Re install battery back up fuse first then main battery.
the fuse and relay are located in the battery fuse box under the hood, just in back of the battery and the fuse and relay locaters are printed under the lid.
if you're talking about a 94 town car, it's under the hood in the 'engine compartment fuse box' my book says fuse "U" is air suspension. Also beside the fuses are four relays. the second one down is 'air suspension relay'. hope this helps.good luck.if i fixed ya please rate me. thanks
