I would have it scanned by an auto parts store, to see what the code says, then get a service manual, cheap ones are at promanuals.net

Check under drivers door sill step. There is a spice I believe the wires are red or pink in color. The splice will be wrapped in black hockey tape looking stuff. Peel the the hockey tape stuff off and you will find that this splice is corroded and not making contact anymore. You can repair this splice and your problems will be fixed. Be sure to use some good heat shrink on your repair to prevent from happening again.

check fuse make sure wire under steering wheel is contacting metal and check horn with voltage to see if its good and also use voltmeter to see if there is voltage present when the horn is depressed

If the engine check light is on, that may be anything, a very simple or complicated and costly problem. Sometimes this might be a false alarm, and that can be cleared. First, you have to find the code and code explanation. You can decode it with a scanner, or local AutoZone can do it for free. After, you have to decide to fix what caused the code, or clear it . You can clear the code with a scanner, or disconnecting the battery and reconnecting it. Be aware that in some cars you may not be able to activate the radio, if you do not have the code. If the code cannot be cleared, or comes back, you have to find the code explanation, and decide who is going to fix the car.
