Do you know how to do automotive electrical testing ? How to use a DVOM - digital volt ohm meter ? You have high resistance in the circuit . Use voltage drop to find the problem .

I dealt with a similar problem on an 01 Alero (very similar car) and found that the wire that grounds the signal filament of the bulb was broken inside the harness. I tapped into it and grounded it to the chassis and resolved the problem. It's no guarantee but if you have a multimeter, check each wire's continuity to ground as well as the impedance between each of the wires on the harness, on both front signals (for comparison purposes), and it'll show you if you have a problem such as the one I dealt with.
