Did you air check it as you went? Maybe put the seals in backwards? Clipped a seal while installing it. Could be the sevro's needed reamed out and inserts put in place. Check TSB's on this.

My water coolant is dripping from a small hole situated near the water pump , what is the problem pls

What you are describing is the beginning of water pump failure. That little hole is called the weep hole and if coolant comes out that means the pump is failing.

If the seals have gone will the car make a noise

You don't say which seals or which pump however via elimination if the oil seals have gone well yes you could have noise from damaged bearings ( most likely a whine or a grating sound). Water pump gone well sounds could start because of overheating, if bearing in water pump gone sometimes sounds like a rattle as impeller blades rub, Oil pump failure then yes as the engine struggles for lubrication you will hear plenty of noises ( Costly ones ) .If fuel pump fails they can make noise as they struggle to reach pressure but eventually will give out and your car will stop from fuel exhaustion. Whatever the reasons for this noise ( and you didn't make it clear where it's coming from or what type of noise ) you may want to get your car serviced, this may save you a whole lot of cash and maybe even your life, a car seizing up can cause a serious accident as everything locks up and you lose control if you can't check it out yourself seek a mechanic soon.

Water looks like its comeing out from behind the timeing cover on a 95 dodge 2500 with a 5.9 is that the water pump?

That is in the general area of the water pump and the housing has a drain hole at the lowest point so when the seals fail, water can't contaminate other items.
Rebuilt pumps are nearly always reliable since they really don't have much to fail in them besides bearings and rubber seals and are much less expensive than new.

Round machined hole in water pump housing leaking coolant

The hole is there to let you know the antifreeze seal in the pump is leaking. You need a new (or rebuilt ) pump installed immediately. Please change the belt and any tensioners while you are at it...
