How can I fix the heat on my 1984 Oldsmobile Delta 88? Could it be related to this?

If that valve on the heater hose is not opening and closing, check the hose going to it for vacuum when you actuate the heater control to the warmest position. If the vacuum is present, pull the hose loose and watch for the actuator to move. If it doesn't, and vacuum is present, push the actuator to see if it's stuck and have an assistant check the vents while you hold the actuator open to see if the temperature changes. If it does, replace the valve. If no vacuum is present, then you need to trace it back to the control valve which is vacuum operated make sure there are no cracks in the hose, and check for vacuum at the controller supplying that hose at the controller, and make sure vacuum is going to the controller too..

If you are looking for some sort of water valve that diverts water to/from the heater core, forget it. They don't exist anymore. They went away shortly after the widely adapted use of air conditioning in today's modern cars. Now, hot coolant is routed thru the heater core at all times, but is controlled by a cable-operated, or vacuum operated "blend door" located inside the heater box. If you are not getting heat to the vehicle, there are a few possible problems:

1. Bad thermostat - thus low coolant temperature and lack of heat.
2. Clogged heater core - no water flow thru core, thus no heat.
3. Broken control head - loss of cable or vacuum actuation of blend door.
4. Broken heater box/vacuum tank - no actuation of blend door.

Of the items listed above, based on the age of the vehicle and the likelihood of occurrence, I would investigate them in the order of 2, 4, 1, 3.

I have a 2000 Oldsmobile Alero and the heat wont work on any settings; why?

It's possible the "heater control valve" is not working. Could be a cable or vacuume line. What ever controls it.
Also the temp controls, behind the dash, ARE controled by vacuume. Could be a line is kinked or come off.
Hopefully the heater core is not stopped up....

Can't turn the heater off.

If none of the controls on the heater/AC panel are working, then you have a vacuum problem and the default position is the heater setting. There's a diagram of the vacuum system on a label on the front under the hood just in front of the radiator. It's a very simple system so don't be overwhelmed.
If the label is gone, go to your local library and check the Chilton's manual.
Your system must have vacuum to the switches for any kind of control. Be carefull of the small vacuum lines under the hood. Most at this age are very brittle.

on the right side of steering colum there is a plug. there is a wire that gets warm and loses connection. check by moving plug. my heater and ac would not work and caused the vacume swith to stay open.

Have you checked the vacuum line with a gauge? If so, how many pascal units does the vacuum line read? Vacuum gauges are around $5. Furthermore, I believe the design is sealed vacuum only system. The solenoid could be bad, but to my knowledge it is not an electrical component. A split in one of the vacuum lines could be cause of your problem. You would have to trace the all the vacuum lines back to the source to find the problem. You would need that gauge to detect a leak in the system. Could also replace all the vacuum lines on principle since the vehicle is going on two decades.
