SOURCE: Why does the ecm transmission fuse keep blowing in a 2010 Chevy Cobalt?
You more than likely have a shorted wiring harness somewhere in the wiring to the transmission shift solenoids, this is a problem that is difficult for a professional to track down. Pull the harness loose and look at it, examine for wires rubbed through. You can try unplugging the harness from the transmission and see if the short goes away, if it does the shift solenoids are the problem.

2010 cobalt blowing eco/trans fuse.
Found problem. It was a wire that was rubbing against the top metal part on the oil filter housing. The wire sleeve aka wire loom is bad about deteriorating. Then the wire rubs a hole through the insulation and causes a short. All Cobalt owners need to check the wire sleeveing, conduit, loom, what ever you happen to call it. Hope this helps. P.S. if wire breaks into. It also causes oil light and the transmission will not shift out of low gear. It will give a trans code. 1/2 and 2/3 solenoid bad.
