You must have the plug leads in the wrong place on the distributor.
Firing order is 1-3-4-2
Remove the distributor cap. There is a tiny mark on the aluminum body where the cap sits on it. Turn the motor clockwise by hand until the rotor lines up with this mark. #1 plug lead should be in the distributor cap hole closest to the rotor in a clockwise direction.
If the motor still does not start rotate all the plug leads 180 Deg.

You can have fuel but not enough pressure. And you could have a lack of spark even with replacing ignition parts.
It will be tough to figure out if you can't duplicate the problem on demand. You need to know if you are missing spark or fuel when it fails to start to know what to test.
Running rough when it starts sounds like too much or too little fuel.

With the vehicle having set for three years without having been driven, running rough or rough idle could be anything. Did you inspect the spark plug wires thoroughly to make sure there were not damaged? Did you drain the old gas and replace it with new? Are are you getting a check engine light? There are some simple steps to test the coil pack and here's an easy one

Whats wrong with my 1984 ford bronco running rough?

It sounds like there could be a miss. A miss is when the timing of one or more cylinders is off, causing it to run rough and sometimes shake badly. Im not positive it's a miss, but if the distributor or distributor cap is bad, it could cause it to start weird and run rough. It could also be the spark plugs and/or spark plug wires. There could also be carbon build up in the carburetor. I hope this helps. Sorry it's so vague, but without actually being there, its hard to say for sure.

HAVE TO TURN OVER 3 TO 4 TIMES IN ORDER FOR IT TO START,THEN WHEN IT DOES STSRT IT RUNS ROUGH FOR ABOUT 2 TO 4 SECONDS.

I would change the fuel filter, because that could cause all those things. Those are the warning signs that your fuel filter gives you when it is getting clogged up.

BUT it could also be an indication that your fuel pump doesn't have the pressure it should have or that you need a tune up (pay attention to the condition of each spark plug when you remove them to give you an idea of what shape your cylinder and plug wire are in). NOTE: Oil coated spark plugs unusally show that cyclinder rings are failing; wet - fuel coated - wires or cap failure>

It wont start, but it will turn over. What could be the problem?

It is either that the spark plugs are not firing or fuel is not getting to the cylinders. Cranking the engine while holding a disconnected spark plug boot near the plug to see if a spark jumps is one way to tell (I use an induction timing light (safer, since no wires are disconnected)). Removing a spark plug after cranking to see if it is soaked in fuel will help determine the other possiblity. There are several things that could cause either of these situations (bad spark plugs/ wires, distributor cap/ rotor, bad ignition coil, bad electronic ignition, bad fuel pump, clogged fuel filter/ injectors, no gasoline in tank). Narrowing it down would help.

1995 AUDI 90 CS - Hard to start... spark & fuel OK

Have you tried replacing the starter? I know starters can go bad if the car is not started or run for a long time.

I am getting the same car, with the same issue.. it sat for 2 yrs and won't start.

My mechanic told me it is probably a starter.
