The ireal RPM's is about 820 +/- 50. Slighly lower is you happen to have a standard transmission. Below is a description as far as testing your idle. The vehicle sets the idle speed through the computer through several sensors. It is not adjustable. Hope this helps....
Its reving high, like pressing on the fuel, and the RPM just shoots high, you are describing a sliupping transmission. Kia has problems with shift hesistation dealing with the TPS, get that troubleshooted first if its not the TPS you are dealing with a VSS(vehicle speed sensor ) if both component are not at fault the solution is another transmission or rebuilt
there is something wrong with your SYNCRONIZER. it is a device located inside your transmission that is responsible for smooth gear shifting at any rpm's. i have not yet heard of syncronizer repair, so it possibly means that you just need to have it replaced. this is not a DIY job. have a transmission mechanic fix your problem
3-13 Degrees Application: With manual transmission
Note : Before top dead center, at specified curb idle speed. Locate data link connector & connect jumper wire between ground & engine test terminals. After completing adjustment, remove jumper wire. Curb idle speed (750 RPM) transmission in drive.

Sounds like the transmission is downshifting to passing gear. Might the electronic control module for the transmission. Have someone pull the codes from the computer, I'll bet there is one in there for the transmission.
