My cigarette lighter won't work to charge my phone in my car and my washer fluid won't work. I was wondering if it was fuses

Most likely just replace it. You could pull the fuse and then use a small screwdriver to try and pull the tabs inside the receiver in toward the center a little. It could be that repeated insertion and extraction of the lighter or accessory plug has bent them outward enough that they're not making sufficient contact to power what you plug in. If that doesn't work, replace it and then put the fuse back in.

When he pulls off the fuse cover the back usually has a diagram that shows what is for what. Worst case pull em one by one

i have a 98 s40. The fuses can be found internal (under the dashboard near the bonnethandle). Inside it you can find the fuse clamp and extra fuses. These can also be used for the external fusebox under the bonnet.
I have found the fuse that might be broken, but i can't replace it because it has some extra casing. It's for internal lights and the alarm.

I have seen car chargers that would blow the fuse. They were shorted out so look in the fuse box and replace the accessorie fuse and retest
