I don't know how to help you find the short but I do know how you can make it safe.
You've got a short in the line somewhere between the dome light & the fuse panel, which is a needle in a haystack kind of thing because that line might go to the radio or another light and anywhere along there could be the short. I would pull the fuse for the dome light out so it's not a fire hazard & stops drawing power. I believe the fuse box is to the left of the steering column. There should be a wiring diagram in the lid of the panel or in the car manual so you can find out which one to pull out then I would take it to my mechanic.

Hope this helps.

It could be you accidently turned the switch on.

Here's your owner's manual:

http://www.vadengmpp.com/owners-manual/buick/1995-Buick-Century.pdf

On page 94, it states, "Interior/Instrument Panel Lamps
To turn on the interior courtesy lamps, rotate the (interior lights) control all the way up to HI"

So to turn the interior lights off, rotate the dash light dimmer down.
There's probably a detent you can feel as you turn off the dome light.

Check the door switch first if that's not it check the dimmer switch that turns on dome light. if those are working try swapping the relay with another one.

There are two jam switches located on the latch assymbly. One on top and one at the bottom. They can become dirty and not function properly causing the dome light to stay on until it "times" out. They can be removed and cleaned so they don't stick. Once I found them, it took me about an hour to completely remove the door panel, latch assymbly, and to reinstall everything back.

95 buick lesabre door jam button that turns dome light on and off

The complexity of the problem depends upon whether your Buick has lights with or without illuminated entry. In the former, a remote accessory control module is used in addition to an interior lamps relay position F circuit which could have a sticking relay. The "simpler" circuit has no remote accessory control module.

make sure your DOME light dimmer switch is not on.If light still on the radio, then remove the 10 amp fuse for the radio. If light goes out you can either replace the radio or re-install the fuse each time to listen to your radio. there is a short somewhere causing the radio light to stay on.

There could be a timed circuit breaker:

Circuit Breakers The headlights are protected by a circuit breaker in the headlamp switch. If the circuit breaker trips, the headlights will either flash on and off, or stay off altogether. The circuit breaker rests automatically after the overload is removed. The windshield wipers are also protected by a circuit breaker. If the motor overheats, the circuit breaker will trip, remaining off until the motor cools or the overload is removed. One common cause of overheating is operation of the wipers in heavy snow. The circuit breakers for the power door locks and power windows are located in the fuse box.

My inside cabin dome lights stay on. can not get them to shut off except pulling the fuse. 2002 Buick Century

i hope you do not have the dimmer switch turned all the way up. If you don't it could be the interior light pin switch. It's mounted either at the door jam area or inside the door on the door latch assembly. GM techs could use a TECH2 to check body control module functions and perform overide to confirm this.
