SOURCE: The Horn

This sounds like it could be damaged wiring in the steering column. Would suggest a qualified repai shop, especially if the vehicle is equipped with an airbag.

SOURCE: The fuse for the horn keeps blowing. Any reason

Most common problem is the ground that the horn connects to wit the bolt is rusted and causes it to pull to much amperage so clean the contact first then if it still blows the fuse then the horn relay or the horn may be going bad.over time the horn gets junk in it and causes the coil to overheat and causes it to burn out. Horns cost $15.00 for a new horn and are easy to change. I doubt the relay is bad but it is always possible.

How can I disable the anti theft system in a 1998 Ford f150 truck

Your vehicle has two theft systems - content theft , if the door is opened without the key or keyless entry key fob the horn honks lights flash . PATS - passive anti-theft system ,this keeps the vehicle from starting if the computers don't see the right code from the transponder pellet in the head of the key .
You can turn off the content theft but not the PATS , when trying to start the vehicle does the theft light flash fast ? Red light on top of the dash .

What does it mean when the car wont start and the light around the park sign flashes..and the outside lights flash

Well usually if the outside lights are flashing, the anti-theft alarm has been triggered. But the horn blows too in most cases.

Horn blows and lights flash when vehicle is parked

Hi Ron:
This is the ALARM function that is happening. It may be defective, and it may be that someone has your second set of keys and is goofing around. Rarely, there may be someone in your immediate vicinity that has the same remote code.
I see two choices, trouble shoot or disable the alarm.

My security system coms on for no apparent reason

The security system (VATS/PassKey) is having problems, it's typical on those cars and it gets worse till the car won't start anymore. You can find a great write-up here: http://newrockies.ca , it was the only thing that saved my Park Avenue with the same system.

I tried jump starting a 2004 Kia Sedona. The lights flash & horn blows, but it will not start. I disconnected the battery overnight to reset the computer, but same problem.

Lights, horn, and other accessories use a lot less power than the vehicle's starter. With many vehicles you need to wait 10 to 20 minutes with the jumpers connected and the source vehicle running before you try to start.
