Heat does not blow warm air

Here's one possible reason.
Auto heater/air conditioning systems (HVAC) have a flapper that selects if the air coming into the passenger compartment (cabin) is heated or cooled, by allowing either heated air (from the heater core, heated by the coolant in the engine), or cooled air, from the air conditioner.
Prior to the late 70s/early 80s, this was operated by a sliding lever, connected to a cable that operated the flapper.
Since that time, all newer car have that operation controled by engine vacuum, running through rubber vacuum lines.
With you vehicle being 16 years old, the vacuum line might have rotted and cracked, allowing air to be sucked in, rather than having a true vacuum.
Or, the line might have became unplugged from the fitting at either end.

Toyota Corolla 1995. Quality of air conditioner reduced when stopped (traffic light) or moving at slow speed (condenced city traffic) No problem on the highway. Checked freon gas and fan. Understand that...

Normal, the ac heat exchanger condenser need air moving across the fins to remove the heat. While moving in town the condenser isn't remove the meat that is building up the it's aluminum fins. Even though the vehicle uses an electric fan. The fan is used to cool the engine temperature. If you Toyota is equip-ed with automatic transmission. The electric fan will need to pull enough air to cool the engine temperature, automatic transmission fluid, air conditioner condenser, and maybe power steering condenser to cool the power steering fluid. Later model of vehicles/trucks are using different refrigerants instead R134A in which you Toyota uses.

The simples way to explain is the ac remove heat from inside your Toyota and this heat is removed by the refrigerants inside your ac in the car. To cool the refrigerant this coolant is removed to the heat exchanger condenser located in front of the engine radiator. So, while moving at 60mph there is enough air flow through the radiator, ac head condenser, and other aluminum heat exchangers. GB...stewbison

Winndscreen does not clear unless have air conditioner on

Blowing air across the windscreen does not necessarily clear away condensate from the inside. Water vapor condenses on any cool surface, and humid air blowing across a cool windscreen will result in more condensate on the windscreen. Often the air that blows across the windscreen is just humid AND heated, and doesn't solve the problem.
The air conditioner system performs two functions. Not only does it cool the air, it also extracts moisture, resulting in dryer air. Once the dried air is re-heated in the defroster system, it should allow the moisture on the windscreen to evaporate.
In other words, it sounds as though the defroster system is functioning properly.

I HAVE A 91 HONDA ACCORD WHICH HAS TWO ELEC FANS

Both fans cool the motor. If you have the air conditioner on both fans will run because the cars cooling system will have to disapate more heat. If you have the air conditioner off only one fan will run because the heat load on the engine isn't as great.

My heated/air cooled seats do not work

You may try cleaning the filters and checking for loose connections. Heat and cooling filters should be changed or cleaned with some regularity. Like an air conditioner, these things require maintenance that are often overlooked.

CHECK ENGINE LIGHT ON, AUTO ZONE SAYS COOLING FAN SHORTAGE

If the fuse is blowing there is too much resistance in the cooling fan moter. Replace JUST the cooling fan motor and the fuse. The A/C always turns the cooling fan ON when turned on. That is why the A/C messes up when the fan motor is bad. Replace the fan motor and the A/C problem will be fixed too. :)
