Power outlet does not work. radio/cigarette

check and make sure theres no corrosion and if possible check to make sure its plugged in .. the connector is directly behind the outlet so removal of the panel will be necessary.. if thats good the i would check for voltage at the connector if there is( which it probably will have voltage) than replace the outlet..

Where is the radio fuse for my 1998 honda accord coupe

there three locations where a fuse might be. the fuse box under the dash on the divers side (most Common on Honda) fuse box in engine compartment (not Likely since most of this is engine related components) and last but not least is a fuse-able link that is place in the the wire of the power supply to you Radio Honda does like to use this but i have not ran across on on a radio.

I have no power to the the radio

You will have to chase your power wire back to the fuse panel and/or the battery itself. The burning smell was more then likely the main power cord burning up. Replace it and it should all work well.
