Question about 2004 Kia Rio
Call your Kia service dept. (with your VIN# ready) and ask them if there are any recalls or notices on your vehicle with your issue. It sounds like your cars, keyless entry system has a problem. The only thing you can do is check the battery and related connections, check that they are clean and tight. You can also listen inside the car, if you hear a clicking sounds that mimics the flickering.
