What CED said.

The adjustment is too sensitive for DIY methods unfortunately. I have seen it tried with a metal bar marked with the front wheel track width, and this was laid against the front tyres fore and aft. The difference in the 2 measurements was supposed to be the toe-in. However this method was just not accurate enough.

You don't. You take it to a reputable service garage that does front-end alignments and pay them to do it.

There is no way to do it by hand.

How do you adjust rear end toe

replace anything that was bent and then have the rear end alignment done at a wheel alignment specialist shop
any specialist shop when doing a front alignment should always check the rear first as it controls the accuracy of the front job

Front right wheel alignment

Have a front end safety check done first and repair / replace faulty units . Have a wheel alignment done but have them check the rear end alignment first as it affects the front settings. Worn bushes in the suspension arms allow the rear end to run side ways to the front.

Rear wheel alignment

rear wheel alignment should always be done before a front end alignment as it affects the front end settings. Get onto a good wheel aligner and tell him that you want the rear end aligned first as most ignore that bit as it takes time and you are being charged for it but it is profit if they skip it because you do not know about it or do not insist on it.

How to fix the front end alignment on a 1994 cutlass supreme

The only way to accurately set alignment is with an alignment machine. An experienced alignment man can make a "ball park" adjustment using string and a long ruler, but that is close and not perfect.
All front end components need to be tight and not bent. On your car, you only have camber and toe in adjustment but it also needs to be matched to the rear wheels for best results. Bottom line....you need to have a professional put it on a machine.

HOW DO YOU ALIGN THE FRONT-END ON A 92 OLDS 88

You can't align the front end. It takes very specialized tools, training, and an alignment machine to align the front end of any vehicle. Take your vehicle to a trusted tire shop and have then perform an alignment. This is not a DIY job.

Damage to right front, steering pulls to right. Have replaced tie rod, wheel rim and control arm. What else could be bad ?

You must get the wheels re-aligned at a front-end an wheel alignment place. There are a number of critical angles that will now be out and bad steering and excess tyre wear will result. The equipment used is expensive and precise. Your alignment specialist will advise you.

Front end vibration at 40 mph and rubbing sound

Vibration at 40 mph hard to diagonisis without looking at front end. Could be wheels need balancing, new wheels and rims. Loose or worn suspension items.
Bring vehicle into a tire and alignment shop. Most Sears auto center have them.
With regards to rubbing noise again hard to diagonisis without looking at the affected tire, probably a splash shield hitting the tire in reverse.
Alignment shop will find the problem.

Both rear tires are wearing on the inside.

you need an alignment. Its a toe-in, your tie rods need to adjusted. Check your tire pressure too.
