New cap and rotor are carboned up in two weeks and lacking take-off power. now it is cutting out and stalling . new fuel filter today but still seems weak

No power could mean a lot of things. Lack or air, lack of exhaust, lack of fuel, lack of compression, Timing. Which of these have you checked and which of them can you check

As a first course of action, I strongly suggest that you replace the distributor cap. If the distributor cap carbon is faulty the result will surely be lack of power or stalling. Once replaced you'll be good.

YOU'RE GONNA HATE THIS BUT IT DOES SOUND LIKE A FUEL ISSUE. HOWEVER HERE'S THE CATCH.....THE FURL FILTER IS IN THE GAS TANK CONNECTED TO THE FUEL PUMP. YOU HAVE TO DROP THE TANK OR TAKE THE BED OFF TO GET TO IT. AND YOU CAN ONLY GET THE NEW FILTER AT THE DEALER. THE LOCAL PARTS STORE DOESN'T CARRY THESE. BUT I'M NOT SURE ABOUT NAPA, THEY MIGHT. YOU MIGHT ALSO WANT TO CHECK FOR A VAC. LEAK AROUND THE THROTTLE BODY. LASTLY WHEN WAS THE LAST TIME YOU DID ANYTHING TO THE TRANS.? MIGHT WANT TO LOOK INTO THAT.
the owner probably rerouted the fuel line because like my 92 chrysler lebaron v6 3.0 the fuel lines keep seeming to come off and the clamps always break. I have replaced the clamps 5 times in a month and replaced filters 2 times in 2 months. The only thing i could think of is that your fuel is being cut off possibly because there is no filter to clean all the junk out. Try putting a fuel filter on and see if that will work
