If you can wiggle the arm for at least 45 degrees or in full motion meaning you have a problem mechanically, rear wiper has self locking when OFF and it shouldn't move.
Open the inner panel and check the motor assembly for any abnormalities.

Check the rear reservoir as this may have a dried plug in the line. Some cheap fluids have blue dye that becomes gelled in the lines and can stop up the electric pump. To free this clog, use ammonia and let it sit for a bit. You may have to blow the lines free and the nozzle may be plugged, use a pin to clear the nozzle, be careful not to break the point off....

SOURCE: TOO MUCH FLUID IN RESERVOIR
putting to much fluid in the reservoir wont make it stop working . Trying to you it with no washer fluid in it before you filled it burnt the pump up . You have to replace the washer pump in the reservoir now .
