you can try disconnect battery and see if it resets or that motor drive is stuck on , BUT before you disconnect battery get and use a memory saver (its a small device that plugs into cig lighter or power outlet) it keeps you computer memory from being lost.

No fuse. there is a circuit breaker. If other windows work, it's not your problem. Your's is the motor or regulator. could be the the switch also. Not likely though.
Does the starter stop after a couple of seconds? If so this is normal. The vehicle not starting is not normal. Check the basics first. Do you have spark and fuel pressure?
Sounds like the stop for the window broke or the window traveled too far down and the gear no longer is engaged with the window rack gear you will know when you remove the door panel be careful with the panel clips the break easily
