Is there voltage at the terminals ?

Could you have crosswired the connections

Does the pump body vibrate when the ignition is switched on

Go to the engine end of the pipework and undo the fuel line where it comes onto the injection system get someone to hold a cloth over the end of the pipe and switch the ignition on, does fuel flow , if not you may have an airlock in the lines and will need to bleed it out by either undoing the connections one at a time starting at the one from the fuel tank to the pump

Crude way is to **** on the end of the pipe but expect a mouthful of petrol if it kicks in.

Nearly forgot is it a diesel, if so there is a prime button on the fuel lines in the engine bay which can be used to draw fuel through
