Where is the fuse location for power windows and locks for 1998 grand Cherokee. thank you.

The power windows are protected by 30A CIRCUIT BREAKER 2 in the junction block.

CIRCUIT BREAKER 2 also protects the locks with the exception of the lift glass which is protected by 20A FUSE 8 in the junction block.

My 1996 jeep cherokee headlamps turn off and on on 5 second intervals. what could be the solution

I'm going to post this in the clarification section. I don't have a wiring diagram for a 96 Grand Cherokee headlight circuit.
The 95 models used a circuit breaker built-into the headlight switch. The 97 models used a fuse in the fuse box. If your model uses the headlight circuit breaker, a short in one of the headlights or the wiring harness would trip the circuit breaker in the switch. You could unplug one headlight at a time to see if it continues to go on and off.

Heated seat 1996 jeep grand cherokee

C1 & C2 in your panel are most likely one of the culprits, if no power at heater at seat. Sounds like testing for power at seat switch is easier to do than get at these circuit breakers in the panel. If you have power at switch at seat, then it's not the fuse/circuit breaker. Good reading at this link for you.
