Question about 2000 Volkswagen Beetle
The headlight bulb is a major pain in the **** to replace. The average bug owner could not replace it themselves without damaging things. You have to remove the entire headlight assembly and disassemble it on the bench. And a lot of times you break the bucket going back in.
The dealer charges almost $100 bucks to replace the bulb.
If your determined to try go here and get the info.

there's a tab on the plastic ring that you need to pop, and then wiggle the whole light assembly out and disconnect the wires
access for the bulbs is a panel you undo at the back of the light assembly, and the low-beam bulb is the first one you encounter when you reach in. (H1 should be the bulb)
putting it back in requires even more wiggling, as you tighten the plastic ring and lock it in place (pay attention that you get the light back in flush to the body work)

Open hood at fender well you will see black lever, lift this lever to the top of the slot the light assembly is loose pull the whole thing out from the front. You may have to jiggle it around a bit but it comes out as one piece then you can change the light. When you put it back it is kinda cranky but it will go then lower the lever.

Lift the hood and if equipped remove plastic engine cover. On each headlight you will see plastic retaining latches. releasing these latches will allow the whole headlight assembly to slide out. Its a canister type assembly. You can then access teh bulbs to replace the lights. it reassembles teh same way
