Check fuse to it first.
if you have 12vdc to the center , then the center is bad, or its connections. (wiggle them. and see if things change, it must not)

The interior lights wont turn off cant because it can't get a conncetion definitely a headlight switch issue common problem for that make

This is a problem I have been seeing more and more of lately. The brake light circuit goes through the Lamp Outage Module (LOM). When the LOM senses a inoperative lamp, the Vehicle Information Center (VIC) displays the data to the vehicle operator.

Here is how to test the system (clic for zoom):

SOURCE: information center not working on 1997 jeep grand

The information center located on the overhead console gathers information from several sources. If some of those sources are not providing info then the display won't show it. When you say it is not working you need to see first if it is lit or not, or is it that some data (not all) is not showing?

I can't get the vehicle information center in my 96 Jeep grand Cherokee to work no lights, warning, nothing, can't locate exact fuse but all looks good?

I would start with the Fuse Box under the hood. Start by pulling the Fuse's 1 at a TIME!! I have done it befor time & time agean. It's probley by the Battery. It's a black box that has " Main Fuse " or something alone that line. There just like the Fuses under the Dash, BUT BIGGER! They can be hard to tell if they blew. I have done it so, much that I know. If it's not that I would check the Fuse Box in the Dash. Jerry Dunn

Wil not start right away

Jeeps from the early 90's that refuse to start right up are usually suffering from the 'delayed start check engine light problem.'
If the check engine light does NOT light up on the dash, at the times when the jeep refuses to start, then that is the problem and the jeep ecu needs to be repaired.

1996 Jeep Grand Cherokee Laredo 4X4 4.0L. Just recently bought and there's a popping noise in the front and when turning sharply it's like the wheels lock and the jeep refuses to move and it's also...

sounds like a bad cv joint in one (or both) of the front axles. is the popping sound more prevalent when in reverse, with the wheel turned? if so, i'd assume that it is a bad cv joint and one or both front axles will need to be replaced.
