You tried it in neutral but did you take it out of park and force it back into park? Just a suggestion since sometimes the switch that tells it that it is in park needs a bit of a nudge sometimes.

Dash board lights

Check the fuses. Under the steering wheel. If the fuse for the dash lights is blown, replace it. If it blows again, replace it again and look into what could cause the short.

The lights may also need to be changed in the dash.

The switch to turn on dash lights might be bad. If this is so, outside running lights won't work either.

its sounds like it could be a bad master cylinder with an internal leak.it could also be a problem with the abs hydraulic module that for some reason is bypassing brake fluid within the unit itself.these problems won`t neccessarily turn on the dash light or activate the abs light.

1999 Grand AM Heater blower

Your Resister module for blower speeds is shorted, follow the wire from your blower it will connect to it, should be in blower duct near blower motor, two screws remove and pull from duct and replace or repair, I have been able to resolder them sometimes.
