Hi i have a 1800 ford focus deisle the power stiring belt went n now it dosnt start so iv checked the timing belt i think it has jumped iv took the belt off n now it will only turn so far befor it locks...

The timing belt controls the timng of the opening of inlet and exhaust valves in the engine. With the belt removed, if you try to turn the engine over some valves will have been left open and intruding into the compression chamber. By turning the engine over they will be struck by the pistons as they move upwards and you will have just bent at least one exhaust and one inlet valve. This is what has stoppes the engine turning over.

Sorry to say you just wrecked the engine and all hope of getting it started again without having the cylinder head taken off, the damaged valves replaced and re-ground. Hopefully the pistons will have survived the impact (They usually do).
