Support the fuel tank, loosen the clamps that hold the tank on, then lower the tank slow because you will have to unhook the fuel lines and the electrical connector before you can lower the tank down very far. Once the tank is removed you will find a lock ring that holds the whole assembly. carefully remove the ring and the pump should be able to be removed. When you put it back together be carefull with the large o ring seal when installing the new pump.

Not sure I understand your question. Everytime the gas cap is removed pressure inside the tank is equalized with outside air. If you run the tank empty you can damage the pump, which would cause a lack of fuel in the line to the injectors.
TO REMOVE FUEL TANK FIRST YOU NEED TO MAKE SURE FUEL SYSTEM BEEN DEPRESSURIZE. YOU CAN REMOVE FUEL PUMP RELAY LET CAR RUN UNTIL DIES LACK OF GAS. THEN CRANK ENGINE OVER FEW TIMES MAKE SURE ALL GAS OUT OF FUEL LINES. THEN REMOVE FUEL CAP THEN DRAIN FUEL TANK.YOU CAN BUY A SIPHON AT ANY AUTO PARTS STORES, DONT SIPHON GAS WITH MOUTH CAN BE VERY FATAL.ONCE FUEL OUT OF TANK. SAFELY RAISE SUPPORT VECHICLE ON JACK STANDS, MAKE SURE VECHICLE SITTING ON LEVEL SOLID GROUND. LOOK UNDERNEATH VECHICLE REMOVE FUEL FILTER DISCONNECT FUEL PUMP ELECTRICAL WIRE CONNECTOR, THEN REMOVE EVAP CANISTER, VENT SOLENOID, AND VAPOR LINES DISCONNECT FUEL LINES, THEN REMOVE THE LOWER FILLERHOSE GOING INTO FUEL TANK. Before servicing the vehicle, refer to the precautions in the beginning of this section.
Shift the vehicle into NEUTRAL and position it on a hoist.
Release the fuel pressure.
Disconnect the negative battery cable.
Remove the fuel tank filler cap.
Drain as much fuel from the tank as possible.
Using suitable hose pinching pliers, clamp the fuel tank filler hose.
Clamp the fuel tank filler hose in the location shown
Disconnect the three quick connect couplings from the fuel tank tubes at the tank.
Disconnect the fuel pump electrical connector.
Disconnect the fuel filter inlet tube from the filter.
Position a suitable lifting device under the fuel tank.
Remove the two fuel tank support strap bolts.
Lower the fuel tank to access the fuel pump module while swinging the fuel tank support straps away from the tank.
Clean the area around the fuel pump mounting flange.
Disconnect the fuel pump module electrical connector and the fuel pump module fuel outlet tube.
Using the special tool, turn the fuel pump module retaining ring counterclockwise and remove it.
CAUTION The fuel pump module must be handled carefully to avoid damage to the float arm, filter and convolute hoses.
Turn the fuel pump module counterclockwise and the fuel pump module will release from the locking tabs. Remove the fuel pump module from the fuel tank.
Install the fuel pump module in the fuel tank.
Connect the fuel pump module electrical connector and the fuel pump module fuel outlet tube.
Raise the tank into position and install the mounting strap bolts. Tighten the bolts to 26 ft-lbs (35 Nm).
Connect the fuel lines and electrical connectors at the fuel tank.
Lower the vehicle and refill the tank.
Connect the negative battery cable.
Turn the ignition key to the ON position to pressurize the fuel system.
on a dodge neon the fuel pump is in the SIDE of the tank... NOT the top. to remove the pump follow these steps... ******* first unplug battery and remove ******** 1. unbolt passenger side tank strap and lower side of tank. 2. a. if tank is plastic, CAREFULLY unscrew plastic retainer ring but do NOT remove. b. if metal tank, unscrew metal retainer flange but do NOT remove 3. unplug electrical connector and fuel line from pump. move aside. 4. completely remove retainer BE CAREFUL not to disturb pump. 5. have drain pan or wide-shallow bucket available to collect gas. (if tank is full this will need to be able to hold 7-8 gallons) 6. gently twist and pull pump out till gas comes fourth. catch gas in pan/bucket. 7. remove pump when gas stops flowing. 8. install is reverse of removal. 9 BE CAREFUL not to wrinkle gasket or lose gasket into tank when installing or the tank will leak around pump. 10. tighten retainer but DO NOT OVER TIGHTEN. 11. reconnect plug and fuel lines check for leaks. 12. reattach tank strap and fasten 13. refill tank with clean gas. check for leaks. 14. put battery back in. connect battery, start your neon and check for leaks one last time. 15, have fun. this will take about 4hrs to do by yourself with proper tools.
if you have a bad spark plug wire, it will draw condensation and make engine run rough.... you can check this by getting a spray bottle and filling it with water, spray a mist over top of the wires while the car is running, and if one is bad it will show.... (looks like little lightning coming off of wire) .... hope this helps
