I had the same problem on my 97 and it turned out to be the copper extensions coming off of the battery, I took them off and cleaned all the corrosion and tarnish from them ant reinstalled and the problem was solved.

Drivers window goes up crooked and not closing properly 1998 buick park ave. motor works fine . going down is working proper.. going up is when the window goes up crooked. motor works very good

This can be 3 things wrong, either way the inside door trim panel has to be removed to inspect, 1} the glass has broken away from the glue holding it to the frame, 2} the mechanism has lost or has loose bolts holding it to the frame, 3} the mechanism is beyond economical repair and you need to replace the mechanism. Sorry I can't pinpoint it without seeing it, Remember to leave 4 thumbs up for this answer. We try to help as best we can, safe driving.

Windows and locks don't work BUT THE DRIVER'S DOOR in 1999park av

You may have gotten water and/or ice down into the controls in the door. Replacing expensive (several hundred dollars) modules might solve the problem. When the weather wams up it might go away on its own. I avoid opening my windows in the winter now that I know my Park Avenue is susceptible to the problem.
