the brake must be stepped on to get the shifter out of park
or the solenoid in the shifter base, will LOCK.
on most cars there is a bypass for the (emergancy) of this device.
the operators guide covers this. (a slot, a cover or some access point to the lock. or pull the shift console and unlock it by hand.
on some cars there is a cable to the igniton switch. too. part of the lock. so disconnect it. find why its locked then fix, that which is bad.

Sounds like the key cylinder needs replaci ng. When you replaced switch, you mean the electrical portion of switch? Either the lock cylinder is bad, or the rod from the cylinder to the ignition switch is not correctly installed. When they turn freely, it's usually a bad lock cylinder.

You can get it out of park as a temporary fix by popping off the little cover to the left of the gearshift, then pushing down on the lever beneath the cover with a flathead screwdriver (or skinny key) and then shifting out of park.

Replace the shift lock solenoid for the shifter and replace the brake lamp switch as well located near the brake pedal. It will have a plunger on it that the brake pedal arm hits on to when depressed
