This is cuased by the multifuntion switch that is located on the steering column. It is the swith with the headlight dimmers on it.
You just need to remove the steering column bezels and replace the multifunction switch.

Just the high beams? If so, it's probably the bulb itself. If not, (no headlights at all) check for a blown fuse. These fuses are found under the hood at the power distribution center (check your owners manual).

sounds like the running light module
get new module from salvage yard
buy a chilton book for location

I just had this problem. There was a screw loose on the hi-beam switch. You have to take off the plastic cover on the steering column to get to it. Really simple to fix yourself (5 minutes tops). 4 screws and the turn of a small wrench. Free if you do it yourself, $600 if you take it to the dealer.

have you made sure the switch is positively switching and sending power to the lights, also might look at a manual and see if there are any relays between switch and lights that may be the culprit
