Because the window always stops in the same place, the motor does too. After a few years iot can start to jam in that position. Simply expose the window motor and give it a sharp tap while operating the switch. If that solves it then try to turn the motor round by a few degrees so that it stops in a slightly different place.
Make sure the battery terminals are secure. Other than that I would guess there is an electrcal fault on the vehicle. I am not familiar with the beetle but think if I were driving your vehicle I would make sure all electrical connections were as they should be.
Have you had the ignition switch changed? If the ignition switch is faulty you can have issues getting the car to turn over. Also when driving the car can just shut off. The contacts in the ignition switch just wear out over time. It's a good place to start looking.
