Unplug the horns, there should be a tenor and an alto. generally behind the grille.if you have an airbag take off the battery cables at the battery wait 5 min.the power supply must have time to lose its power. take apart the steeringwheel and remove it. if you havent seen anything wrong yet, the hornbrush is getting an incorrect path to ground. normally the centershaft of the column is where it gets a ground. since your car is aged, look for stuck switch, missing spring , broken plastic pieces, etc. in the event you had an airbag in step 2, there may be some kind of clockspring issue. tsb's are important and kept up by gm for this because an airbag is a supplemental restraint. tsb info and recall info is free at the public library. the horn power and ground wires would plug into the clockspring from below. the hornswitch(es) would plug into the clocksping from above it. switches can be tested with an ohmmeter but other tests often require specific tools to simulate the clockspring upon its removal during testing. if your schematic shows a relay, and the switches arent causing it, the relay could be stuck. since this is a 99 vehicle you should have no trouble getting a schematic at the library. since the horns are unplugged, you can drive to have it looked at as well

Horn won't blow in my 2001 toyota corolla

CHECK for bad grounding of horn itself, rust and oxidation may not allow it to ground, also try "jumping" a wire from battery to horn, if it blows horn itself is good, contacts inside steering wheel button may be bent flat, or wire bad..

Horn stays on

Normally there is a horn relay, try replacing that. The contacts can weld together and keep the horn on. If you take the relay out and leave it out, you won't have a horn but at least it won't be blowing all the time.

1995 Volvo Horn keeps blowing with key in ingnition, and engine running

You can do this for now so its not driving you crazy, then get it fixed.
If your car horn starts blaring and seems to be "stuck" (it won't stop blowing), you could be in for a few embarrassing moments. There's nothing quite like the stares and expressive hand gestures you can draw as your horn takes on a life of its own. There are a couple of things you can do to get the horn to stop.
If it got stuck when you pressed on the horn switch on the steering wheel, it could be because the switch itself is stuck. Press the horn switch again, or tap it a few times to see if it gets unstuck.
Turn off the engine and look for your fuse box. Look through the circuit descriptions and see if you can find one for the horn. If you can, pull the fuse. This should silence the horn immediately.
If you can't find the fuse box, can't remove the fuse, or the horn doesn't turn off, then you need to resort to more drastic measures. Open the hood of the car and try to locate the horn. If the rear of the horn is visible, you might be able to see the wires that lead to it. Disconnect the wires. If you can't disconnect them, then cut one of the wires. If you cut the wire, wrap the resulting two ends of the wire with tape so that they can't short out your electrical system.
You could disconnect the main wires that run to your battery. You shouldn't cut these but should disconnect them using a wrench. This might "reset" the horn. Hook the wires back up and if the horn doesn't turn back on, you should go directly to an auto repair shop to figure out what is going on. If the horn does turn back on, you'll need to locate and disconnect (or cut) the wires to the horn as previously described. Then, go to the auto repair shop and let them replace the horn for you.

Horn wont work.i check the fuse in the door and

Maybe horn became unplugged. Put 12 v power to horn make sure horn works. Put test light on terminal on horn have someone press the horn button, if light comes on and horn does not blow you may need new horn. if light does not come on you may have bad contact at horn button, blown fuse, broken wire, bad horn relay or possibly just a bad ground.

Horn just stop blowing,won't blow

When you press on the horn button do you hear the horn relay click? The start at the horn, bench test it, if it works then check for power, is the fuse good and is the relay ok. If the stuff checks out then it may be the horn contacts behind the steering wheel.
