First, is the check engine light on ? If the vent is not working for the tank, the fuel system can have trouble pumping fuel from the tank. I would check fuel pressure at idle and cruise speed. Also try running with the gas cap off.
There isn't enough gas in the float bowl to cover the jets when the carburburator is tipped. If it's been rebuilt recently the float wasn't set right or if it hasn't been rebuilt, it's probably time because sediment is starting to build up in there. Hope thishelps.
