"when car sits for a while or it is cold when starts, the valves make a loud tapping noise, it goes away after car gets warm. ( not sure if it is the valves or not, that's just what it sounds like

SOURCE: will not start when engine warm
Sounds more like your ignition module is getting hot and not working. I'd go there first before replacing the ECM. You can remove the ignition module and most NAPA stores have the ability to test them for you. Make sure they test it at least 5 times. This way it'll simulate starting and stopping.

It could be you are low on oil;using the wrong oil;a possible loose connecting rod,or,maybe a bad or stuck lifter.

SOURCE: NOISE WHEN COLD THEN GOES
Hard to say over the internet but I will try to explain. If the noise is a distict KNOCK KNOCK and it sounds like it is coming from the bottom of the engine, then it most likely is a rod or main bearing. If it is a TAP TAP noise that sounds like it's coming from the top of the engine, then most likely a valve lifer is failing/failed.
the fact that it goes away when the car is warm, makes me lean towards a bad lifter. Normaly if a bearing is bad and knocking, the noise doesn't go away.
The KNOCK noise will be somewhat hollow sounding and the TAP TAP sound will be more solid. If the KNOCK KNOCK is solid, then a rod or main bearing has most likely failed to the point that a new/reman engine will be needed.

i may say is not from the valve train could be ticking sound if the valve has problem. tapping noise has when the head gasket leak develops.

SOURCE: ticking behind glovebox
Does it sound like the noise the turn signal makes? Does the noise change if you change the speed of the blower motor? Do all the function of the heater work (defrost, vent, floor, recirculate, fresh air, hot, cold)?
