It sounds like you are being fed some strange information if you think changing the ignition switch will free up binding brakes.
Here are videos detailing how to replace the ignition switch. After you have done that, the vehicle won't start because the chip in the new key will require re-pairing with the security system.
If i have this straight the brake lights work ok when the turn siginal is on but don't when just the brake is applyed . The problem has to be eighter the muilty function switch on the coloum or the switch that controls the cruise control funtion tells it to shout off when you apply the brakes . The pedel switch must be working or you would have no brake lights . I would advice to check the cruise control switch first its linked to the brake pedel switch . Also look for other electrical problems no matter how small that relate to the pedel switch this could be a bad connection at a treminal connector . The cruise control switch is located up under the dask on the drivers side mounted just above the mil connector follow the wires from the pedel switch . However it could still be the muilty function switch on the coloum has shorted out . Your just going to have to look at an figure it out it could be simple or you may need one of these 2 switches . if you are refering to the ignition switch, there is a black box described as the power distribution box under the hood on the drivers side, inside is fuses and relays to your vehicle. next to it is another box with fuses, on the inside of its cover tells you what each fuse and relay is for. hope that this information has helped you.
