Silly question isn't it?

If you have any vehicle problems you
don't use it,you make the required repairs

It doesn't start when cold, wouldn't it be in a shop
or taken apart by now?

I think the chain guides are the problem, not the chain

Why it doesn't start is possibly any number of other issues

How loose can the valve timing chains be and still run?

There is a tensioner and being loose is not as bad as wear, you might notice some backfire noise when the wear gets excessive.

No start

Recheck your connections. May be a stretched timing chain. Incorrect correlation between a CKP and CMP will cause these codes. Doesn't mean the sensors are bad, it may be the chain.

Ratcheting noise on startup

Yes the tensioner is what keeps pressure on the chain or belt to keep it tight. If the chain or belt gets too much slack it could jump a tooth or two or worse it could come off while you are driving, causing severe engine damage.

Driveing along and engine quit running. tried to start but would not. keep cranking and fuel came out of airfilter.

I hate to give bad news, I have forgotten when Chevy started putting Coil packs on that particular vehicle. If it has a Distributor pull the distributor cap and crank the motor over while you are watching the rotor assembly. If it doesn't turn the Timing Chain Broke. If it has a coil pack, pull one of the Valve Covers and crank the motor while watching the valves. If the valves don't cycle the the Timing chain is broken. Now, assuming the timing chain hasn't broken then you need to check the fuel pump.

Should i bye this car for 1,400 2001 Dodge Intrepid SE, great condition, new water pump, timing chain, transmission lines, cam sensors, thermostat, head gaskets, raditor, 0 miles on oil change, Eagle R...

If this car passes E-Test and doesn`t need much for SAFTEY test, then price is pretty good.
If this car doesn`t run why would you be intrested?? If it needs a timing chain/belt ,then stay away

1996 Pontiac Sunfire dosnt start in the cold

You did not say if your service engine light comes on or not, If that don't come on its hard to pinpoint the problem as it sounds electrical. And whatever i tell you would only be a guess. need more info to help.
