Have someone replace your fuel filters ($$$) and put a bottle of "Lucas Diesel Additive" available at Advance Auto Parts $8
P.S. If you have PREMIUM Diesel available in your area (BP-Chevron) run that for a couple of tanks.

The slow revolution is probably from the bad battery. the diesel needs a certain amount of rev to get the correct pressure to ignite the fuel. if the battery is weak, it wont have the power to turn the engine over fast enough. also check the starter. both can be tested ad a auto parts store
