SOURCE: How do I adjust the parking brake?

Loosen the cable nut at the rear brake, pull the cable until the tension is tight, then tighten the cable nut. Since the parking brake only operates on the rear brakes, your rear pads may be too worn causing the parking brake not to hold. Check the pads first to see if they need to be replaced. Also, the parking brake cable can stretch or break over time. Verify that isn't case since you may need to install a new cable rather than adjust it.

Frozen braekes

You don't say what's frozen so I'm assuming you have tried to apply the emergency/park brake and its stiff or unmoveable. The main cause is a lack of use,ie when you park you stick the shifter in Park and get out. You should apply the park brake every time you park so that the brakes can self adjust and also keep the operating mechanism moving.
You will have to get some knowledgeable help to see if its a rear cable(Usually 1 cable to each rear wheel which then join another cable/rod underneath in the central tunnel above the exhaust)
or the cable running the park brake. The cable connection underneath may require access above exhaust heat shields?
If any cables are stiff replace all to get a smooth operation and do the job once.

Emergency brake light

Two things keep the light on, one is a bad switch on the park brake ratchet, the other a low brake fluid level in the master cylinder due to a leak in the system or worn brake pads.

Cant get my truck out of PARK

it gets stuck because theres alot of pressure on the pin that holds the transmission in park when on an incline. put the parking brake on before you put it in park.
