A clogged fuel filter may be the problem to your Subaru not starting or a fuel pump problem. The list of reasons why your Outback will not start and run goes on. A gasoline powered engine requires three main components to start and run, proper amount of fuel, oxygen and a spark.
I personally had a problem with my fuel pump not turning on and pumping the proper amount of fuel to the injectors. A fuel pump is easy to replace and remove. Do to the nature of gasoline being extremely combustible and corrosive I would HIGHLY suggest having your outback inspected buy a mechanic that is qualified to work on Subaru vehicles.
I also had a problem with the coil pack not providing enough power to the spark plugs. Replacing the coil pack is relatively easy a 10 mm socket will remove most of the bolts that will need to be removed.The coil pack essentially provides the spark for the engine to continue running. This is a part that is commonly over looked by DIY mechanics.
I did at one point have a problem with a sensor that would detecthow much oxygen the engine was using and needed. I replaced that and my Subaru ran beautiful.
If what I have mentioned above feel uncomfortable for you to replace please have a qualified person fix your Subaru with there hands.

2003 chevrolet van 1500 wont start

use OBD II scanner. if there is a code in the pcm, it wil point you in the right direction. if not, go back to old school diagnostics. check for spark, check fuel pressure, check compression. if these appear ok, check timing.

Had transmission rebuilt on my 2003 honda odyssey car drove back to naples fl from miami its the next day and the car wont start hit gas and nothing

If it isnt turning over you may just have a bad battery connection or ground.They may have taken your starter out when they rebuilt the trans and maybe a wire is loose or came off.

Someone will need to figure out if you are lacking spark to the plugs or fuel to the injectors to proceed with testing.

Its turning over strong but wont crank

As with any no start issue, you will need to figure out if it is caused by no spark or no fuel to the injectors, or no compression to proceed.

I have a 2003 jeep libierty .. the key is placed in ignition but wont start the car,, the string wheel is hard to move back and forth it is stuck .. the key dosen't start the jeep .. i was stuck for 2hr...

I may be misreading your post but, it sounds like the steering lock is preventing you from turning the key... sometimes you have to put some force to turn the wheel. It wouldn't hurt either to apply a little bit of lubricant in to the key cylinder. If you are able to turn the key to the start position and it still doesn't start, there is a good chance your battery or starter might be dead. Hope this helps!

2003 sliverdo 5.3 engine, wont start, turn over,

check fuel preasure may have bad pump, try pouring i little gas down throtle body, if it fires up then i would say pump is bad, good luck.

Car wont start, will not reset, security light always on

try locking and unlocking the drivers door with the key. [sometimes if you reach to un lock door through window it it sets off security]

Changing the fluid would not cause this issue your describing. try turning the steering wheel hard to the left or right to unlock the ignition.
